A Quarantine Order (QO) / Stay Home Notice (SHN) will be issued if people are or suspected to be, the carrier of the COVID-19 virus after you had close contact with a COVID-19 case or coming to Singapore from other high-risk countries (Ministry of Health of Singapore, 2021).

According to Straits Times (2021), there are already more than 90 hotels in Singapore that serve as Stay Home Notice (SHN) and quarantine facilities. However, even though applications such as TraceTogether can help to trace the locations or contacts, the absence of a centralized system that manages the quarantine order in Singapore has caused several issues not only to the residents but also to the government.

Under this context, WeCare, a global distribution system (GDS) is created. WeCare is designed to effectively handle the quarantine hotels system and customers information in order to standardize the SHN process for all hotels while informing all customers of regulations and providing SHN with respective covid-19 services.
